Budget and Finances
Cities have lots of responsibilities and lots of expenditures, but they do not have matching revenue streams for what they are asked to deliver. This creates dependency on other levels of government. It also makes it difficult to invest in programs and services that will address the inequities in our city.

Every year at budget time, we hear that the City of Toronto is having trouble balancing its budget. Property taxes go up a bit. The city raids its reserves a little bit more. This year the city found some savings at budget time that helped. Can the city go on this way? Is this a sustainable way to budget?
