Can Workfare Work?: Reflections from History

Can Workfare Work? traces the history of workfare from the English Poor Laws of the 16th century to the present-day Common Sense Revolution in Ontario.  The author discusses the early roots of workfare in the form of ‘work tests’ and describes the introduction of relief camps during the Great Depression of the 1930s.  The paper then examines the relevance of these historical events to late 20th century Ontario.
