Comprehensive Community Initiatives

This paper explores the emerging theory and practice on comprehensive community initiatives. It is one of a series of papers written in support of the Vibrant Communities project, which has embraced the comprehensive community initiatives approach. Comprehensive community initiatives have emerged in response to recent practices that have proven ineffective and as a reformulation of approaches to community development that have been tried in the past. They also reflect views on the changing role of government and the place that communities play in promoting economic and social well-being.
