Federalism Renewed

In this paper on what he calls the “third version” of federalism, Tom Kent argues that both parliamentary democracy and federalism need modernization. A suite of reforms is required including the invigoration of electoral reform, the democratic liveliness of parties freed from being centralized machines and the accountability of a Cabinet instead of a prime ministerial dictatorship. He contends that these desired changes will come more easily the sooner Ottawa remodels its role to do more of what is truly national and less of what is not. The third version of federalism effectively involves a shift from current federal-provincial arrangements to the vigorous use of spending power directly for people.
