This commentary argues that the debate on the CPP disability benefit has been misinformed. The purpose of the program is not well understood. Moreover, most Canadians are unaware of some key historical events, such as changes to the eligibility criteria and level of the disability benefit. The resulting caseload and cost increases have generated an unprecedented attack on this program. The danger in the hysterical, rather than historical, approach to public policy is the weakening or loss of this crucial protection for all working Canadians.
