Looking for Mr. Good Transfer: A Guide to the CHST Negotiations

The forthcoming negotiations on the Canada Health and Social Transfer (CHST) will be among the most important federal-provincial discussions in recent history. Yet what is at stake in these negotiations and the issues to be discussed are little understood by the public. This paper reviews the main issues that need to be resolved in the next round on the CHST. Continuing the previous work of the Caledon Institute on this subject, it discusses the negotiations process, the financial issues at stake including both the level and distribution of the CHST, and the enforcement of national standards. The paper sets out options for using the CHST as a means of renewing and strengthening Canada’s social security system.
