Reintegrating the Unemployed Through Customized Training

Customized training is one method of facilitating labour market entry and reentry. While described as a discrete approach, it is linked to a range of labour market interventions. This paper first explains the concept of customized training and provides examples of programs that have used this model. Under customized training, a designated organization works with local employers to identify the training needs for certain targeted jobs. The designated organization provides short-term, intensive training that prepares individuals for the target jobs. The paper considers the problems inherent in this approach, including welfare ‘culture,’ lack of local labour market information and ‘narrow’ scope. Finally, it explores the possible broader application of this model and uses biotechnology as an example of an emerging field that could benefit substantially from this form of tailor-made training.
