The Bases Are Loaded

This speech to the Groundswell Conference organized by the Learning Enrichment Foundation in Toronto and the Canadian Community Economic Development Network focusses upon the challenges related to the knowledge-based economy, evidence-based policy and results-based contexts.  The ‘loaded bases’ contribute to the exclusion of marginalized workers.  Policy options to tackle these challenges include labour market partnerships, labour market information and labour market supports.
