The Post-Welfare State in Canada: Income-Testing and Inclusion

This report was prepared for the CEPRA (Consortium for Economic Policy Research and Advice) Project, “Living Standards and Income Inequality in Selected Regions,” for the International and Canadian Programs Association of Universities and Colleges of Canada. The paper is intended to offer the Russian partners to this project insight into how Canada is transforming its social security system. The paper focusses upon the growing use of the methodology of income-tested targeting for income security programs to replace both universal income benefits and needs-tested social assistance.
