The Primary Needs of Children: A Blueprint for Effective Health Promotion at the Community Level

This paper discusses the primary needs of children and sets our a blueprint for meeting these needs and for promoting community health. The four major categories of basic need are biological, other physical, cognitive and emotional/social needs. The prerequisite for meeting these primary needs are identified; the paper describes the poor outcomes both for children and for society when these needs are not met. Dr. Steinhauer proposes specific ways in which society can develop a continuum of broad public policies, strategies and informal supports –supplemented when necessary by specialized resources – to help all families better meet the primary needs of children.
