The Repair of Taxation
This new paper from Tom Kent argues that federal taxation has become so unfair and so slack, so undermined by avoidance and evasion, that its repair is now the urgent social reform on which others depend. Personal taxation should be put on the comprehensive base proposed by the Carter Royal Commission. Tax would be cut on low and moderate incomes but supplemented by an expenditure tax graduated to yield more revenue at higher levels. The GST would be abolished. Corporation tax would be confined to profits not distributed to shareholders. The paper offers a combination of reforms to increase government revenues in ways both better for the economy and more progressive for society.
