Tools for Change

Young people who have been “in care” – in the child welfare system, foster homes or institutions – face many challenges. Their lives are often characterized by instability, and many bear scars from early neglect or abuse. Without family supports or job prospects, young people reaching the age limit for child welfare support can be vulnerable to victimization or to involvement in criminal activity. Through the National Youth In Care Network, youth are linking with their peers to support each other and speak out. With support from the Crime Prevention Partnership Program and other partners, the Network has developed a set of resources called “Tools for Change.” These tools are helping youth in and from care bring about positive changes in their lives and in the child welfare system.
