A simple way to improve the disability tax credit

He tells the committee how a simple change can make the disability tax credit much more effective: by switching the disability tax credit from a non-refundable to a refundable benefit. Under the current system, the poorest people with a disability are unable to claim the credit as they do not pay enough tax to claim it back. Simply switching it to a refundable tax credit will ensure that those on the lowest incomes also benefit.
