Accountability Versus Conditionality

Presented originally to the Social Policy Committee of the National Liberal Caucus, this commentary argues that the Canada Social Transfer should function temporarily as an equal per capita block fund, but then be redesigned to help fuel a wholesale reform of income and employment supports following a federal-provincial/territorial social security review.
