Liveability — for whom?

Canadian cities often receive high marks on various liveability indices. But it is important to look closely at the factors being measured and the intended target audience. These indices can miss vital social issues, such as the availability of affordable housing. They also may overlook questions related to accessibility and diversity of race, income and ability.
