New Ingredients for the Fiscal Pie
This commentary argues the need for exploring possible methods of expanding the ‘fiscal pie.’ It explores one possible model put forward by PLAN (Planned Lifetime Advocacy Network), a group of parents of children with severe disabilities. The group proposes a combination of private savings and public spending to help develop caring communities. Families that wished to would make tax-assisted contributions into a common fund held by government; the pool of funds would be invested in securities on the market. A portion of the resulting revenue would be disbursed to community groups to help all interested families build networks of support around their relative with a disability. The proposal represents one idea in a range of possible savings and investment mechanisms to expand the fiscal pie – a direction which we should be debating seriously as a nation.
