Passive to Active! Rhetoric or Action

This commentary supports a central tenet of the federal Discussion Paper, Improving Social Security in Canada: The social security system should be made more active in assisting beneficiaries of income programs to become employed. Canada fares poorly, relative to other industrialized nations, in directing resources towards active measures that help unemployed Canadians gain access to high-quality training programs. However, unless the federal government addresses the myriad problems in the current training system, the concerns raised in the Discussion Paper will amount to little more than rhetoric. The paper proposes various means of improving employment development services including changes to their content, delivery and administration.
