The Disability Income System in Canada: Options for Reform

This research was undertaken for the federal Task Force on Disability Issues. Its purpose was to identify the short-term, medium-term and long-term options for reform of the disability income system. The study first sets out the principles for reform and discusses key issues with respect to purpose of the program, eligibility, employability, delivery and financing. While the research includes the reform of workers’ compensation, Employment Insurance and welfare, there is a special emphasis on the Canada Pension Plan which recently was the subject of a national review. Each reform option is described and discussed from the perspective of federal-provincial dimensions, financing, strengths and weaknesses.
