The New Handshake Federalism

This commentary highlights recent federal/provincial initiatives around two key issues: child poverty and supports for persons with disabilities.  While these efforts rarely make the headlines, they are newsworthy because of the progress they represent.  It was difficult to imagine any constructive developments in postwar CHST.  But in response to provincial proposals, two working groups were struck and have developed a national child investment strategy and a national framework on disability income and supports.  It is unclear at this point whether the new cordiality will be sufficient to replace the legislated requirements and fiscal imperatives of the past.  Moreover, the new working relationships must remain open to public scrutiny and input to avoid becoming a closed-door, son-of-Meech process.  Perhaps the greatest challenge will be to ensure that handshake federalism produces not just nice words – but strong actions.
